Another way of looking at this question is by considering what limits the total parallel resistance. It is always the lowest resistance in the combination, i.e. 1 ohm in parallel with 1,000,000 ohms will still be around 1 ohm in resistance. So for a loop of wire, or a combination of any number of equal resistances in a loop, the largest resistance between any two points will be at opposite ends without fail.
